Federal Grants

Title IV Academic Year Definition

Starting with the 2025-2026 academic year, the institution defines a Title IV Academic Year as 960 clock hours and 36 weeks of instructional time for all programs that are 960 clock hours in length.

The institution defines all programs that are not equal to 960 clock hours in length as having a Title IV Academic Year of 960 clock hours and 32 weeks of instructional time. For example, the Practical Nursing program is 1223 clock hours, and the Esthetician program is 600 clock hours. Both of these programs will have a Title IV Academic Year of 960 clock hours and 32 weeks of instructional time.

Any program that started before July 1, 2025 has a defined academic year of 900 clock hours and 32 weeks, except for Practical Nursing and Surgical Technology, which have a defined academic year of 900 clock hours and 30 weeks.

Federal Pell Grant

Pell Grants are intended for students who are citizens or eligible non-citizens and are enrolled in an eligible Career Training program. You must complete the FAFSA to apply and determine eligibility. You will see your Scheduled Award amount on the FAFSA Submission Summary (FSS) that you receive after completing the FAFSA. Award amounts are prorated for students enrolled in less than an academic year. Disbursements are typically made within two weeks of the beginning of a student's payment period. The disbursements will be electronically applied to your student account and applied to your institutional charges (e.g., tuition) for the payment period. If your disbursement exceeds the payment period costs, the Cashier will issue a paper check for the difference within two weeks of the disbursement being applied to your student account.

Pell Grant award amounts are determined by taking the lesser amount of the following two formulas:

  1. Divide the number of hours in your payment period by 960, then multiply the result by your scheduled award amount. The Scheduled Award is the maximum amount a student can receive during the award year if the student attends full-time for the full academic year. The award year begins on July 1 of one year and ends on June 30 of the next year. For example, the 2026-2027 award year begins July 1, 2026, and ends June 30, 2027. The student's Scheduled Award is established by the school using the student's Pell Grant Cost of Attendance (COA) and information from the student's FAFSA, including the student's Pell Grant eligibility and Student Aid Index (SAI).
  2. Divide the number of weeks in your payment period by the number of hours in your academic year, then multiply the result by your scheduled award amount.

IMPORTANT: If you complete your program before completing all the clock hours in a payment period, your Pell disbursement will be prorated for that payment period.

Federal SEOG Grant

Federal Supplemental Education Opportunity Grants (FSEOG) provide limited funds to students with the greatest need, as determined by the FAFSA. Funds are only awarded until all the money is gone, so it is important to complete the FAFSA to apply early.

FSEOG recipients and award amounts are determined as follows:

  1. To qualify, students must meet federal eligibility requirements and be eligible for a Pell Grant. In 2026-2027, the maximum award amount for one academic year is $100, and it will be prorated for students enrolled for less than one academic year (960 clock hours).
  2. Amounts are calculated by dividing the number of clock hours in the payment period by 480, then multiplying the result by $50.

Disbursements are typically made within two weeks of the beginning of a student's payment period. The disbursement will be electronically applied to your student account to cover any outstanding institutional costs for the payment period. If the disbursement exceeds the costs for the payment period, the Cashier will issue a paper check for the difference within two weeks of the disbursement being applied to your account.

If you complete your program before completing all the clock hours in your payment period, your FSEOG disbursement will be prorated for that payment period. FSEOG will be awarded to eligible students until all funds have been exhausted.

State Grants

Oklahoma Tuition Aid Grant

Oklahoma Tuition Aid Grants (OTAG) are made available by the Oklahoma State Legislature through the Oklahoma State Regents, who have given each institution the authority to determine which students have met the SAI requirement and are eligible to receive OTAG. The priority deadline is January 1 of the year before the school year for which you are applying, and it is important to complete the FAFSA early. The maximum award amount is $480 for students enrolled for a full academic year ($480 for a payment period of 480 clock hours), and will be prorated for students enrolled in payment periods for fewer than 480 clock hours. OTAG disbursements to eligible students are typically made monthly. The disbursement will be transmitted to your student account once the funds are received from the State Regents and applied to any outstanding charges for your payment period. If the disbursement exceeds the charges, the Cashier will issue a paper check for the difference within two weeks of the disbursement being applied to your student account.

OTAG recipients are selected based on the following criteria:

  • Students must submit their FAFSA and have a valid SAI.
  • Be a citizen of Oklahoma for one year before beginning a post-secondary education.
  • Be enrolled in a Title IV-eligible program.
  • Be Pell-eligible for the payment period.
  • Be enrolled either half-time or full-time.
  • Be in good standing on Satisfactory Academic Progress.
  • Have a complete financial aid file with a valid SAI.
  • OTAG funds are awarded on a first-come, first-served basis to eligible applicants demonstrating the highest level of financial need, up to a maximum of $480 per payment period, until all available funds have been exhausted.
  • Priority will be given to students who have not received additional external or institutional grants (e.g., FSEOG), regardless of when a valid ISIR was received during the active award period. 

    If all allocated OTAG funds cannot be awarded using this priority framework, the FA Office will make every reasonable effort to distribute remaining funds to students demonstrating the greatest financial need, even if they have previously been awarded other forms of external or institutional grant aid.

  • Award Adjustments: If remaining OTAG funds are insufficient to provide a full award to the final eligible recipient, the award amount will be prorated or adjusted to ensure that all available funds are fully utilized.
  • The award is prorated using the following formula: (Hours in the payment period/480) x $480 = OTAG disbursement.
Oklahoma's Promise

Oklahoma's Promise is a full-tuition grant made available by the Oklahoma State Legislature through the Oklahoma State Regents. Students must enroll in this program in the 8th, 9th, or 10th grade. Students receiving Oklahoma's Promise must contact the Financial Aid Office at Francis Tuttle to notify them of their eligibility. Students must be enrolled in a Title IV eligible program, complete the FAFSA, and meet the eligibility requirements. The Financial Aid Office will confirm the student's eligibility through the State Regents. Disbursements are typically made within a month after the student's payment period begins. The disbursement will be electronically applied to your student account to cover any institutional charges associated with your payment period. If the disbursement exceeds your payment period charges, the Cashier will refund the difference to you by paper check within two weeks after the disbursement was applied to your student account.

Veteran/Military Benefits

The GI Bill® and Dependents’ Educational Assistance

To qualify for VA Educational Benefits, including the GI Bill® or Dependents' Educational Assistance, students must be enrolled in an eligible Career Training program. For 2026-2027, eligible career majors include Cosmetology, Culinarian (evening only), Esthetician, Nail Technician, and Practical Nursing.

VA Beneficiaries must turn in a completed Evaluation of Previous Training and Credit Form to the Financial Aid Office before the Veteran Benefits will be certified. Your instructor will help you complete this form.

Students may apply online at the Veterans Affairs website, under "Education," and click "Apply for education benefits." Students may call the Department of Veterans Affairs at 1.888.442.4551 to receive more information about which chapter of benefits they are eligible for and the amount they can expect.

When the Department of Veterans Affairs approves the application, it will send the student a Certificate of Eligibility. The student must bring a copy of this letter to the Financial Aid Office.

Any student who has served in the military must bring a copy of his or her military transcript and transcripts from all prior post-secondary institutions to the Financial Aid Office. Military transcripts for Army, Coast Guard, Marine Corps, and Navy: Active Duty, Reserve, and Veterans may be obtained through the Joint Services Transcript by clicking on Register and Print, then selecting both the transcript and the summary. Air Force service member transcripts may be requested through the Community College of the Air Force.

The student's instructor must complete the Evaluation of Previous Education and Training. The student, instructor, and Financial Aid Office must all sign the form. This applies to all students, even if they have never attended a post-secondary institution or served in the military.

Once the student has brought the Certificate of Eligibility, copies of all transcripts, and the Evaluation of Previous Education and Training Form to the Financial Aid Office, the student's enrollment will be certified.

Enrollment certification will take place at the beginning of each term if the student remains eligible and requests certification for that term. If a student falls below the school's attendance policy within the term, benefits will be terminated for the term. Students must also have at least a C average and a 70 percent progress rate to remain in good standing. Students who do not meet these policies will lose eligibility for VA Benefits at Francis Tuttle until they meet the standards again. Students whose benefits are suspended have the right to appeal by writing a letter to the Financial Aid Office. The appeals committee will respond to the student's appeal within two weeks.

Military Tuition Waiver for Career Training Programs

This tuition waiver is available for qualifying members of the U.S. military who have served on active duty in wartime military engagements and are Oklahoma residents. Students must submit a completed application with a copy of Form DD-214. This tuition waiver will not combine with the tuition assistance for students who receive VA education benefits.

Military Tuition Waiver for Lifelong Learning Classes

Qualified active-duty military, reserves, National Guard, and veterans receive free tuition for short-term Lifelong Learning Classes. The individual is responsible for books and any student fees. To be eligible for the discount, an individual must currently be a member of the armed forces or have received an honorable discharge.

One of the following military documents is needed:

  • Valid, current military ID
  • Department of Defense Form DD-214 indicating an honorable discharge
  • Valid, retired military ID
  • A veteran-designated driver's license
  • Veteran Health Insurance card
Veteran Readiness and Employment

Students with a service-connected disability that limits their ability to work or prevents them from working may qualify for the Veteran Readiness and Employment (VR&E) program.

Oklahoma National Guard Fee Waiver

This tuition waiver is available for eligible members of the Oklahoma Air and Army National Guard. The Waiver is for students who attend 12 or more hours a week.

All applicants for the Oklahoma National Guard Fee Waiver will complete the form online. Scholarships and Other Funding Sources

Scholarships come from funding that does not have to be repaid. If you are accepted, the organization providing the funding will send you an award letter.

Outside Scholarships

Dad's Hug Too - Apply through the Francis Tuttle Career Planning Center. This scholarship is intended to provide tuition assistance for students who identify as LGBTQ+.

Edmond Women's Club - Apply through the Financial Aid Office or request from the EWC office at 405.340.2550. The scholarship is intended for women who live in Edmond, are U.S. citizens, are at least 25 years old, and have demonstrated financial need. Applications are typically available in October.

Executive Women International - Apply through the Financial Aid Office. Applications are usually available by the first of February.

H.W. Almen Scholarship Fund - Apply through the Oklahoma City Community Foundation. The deadline is typically February 28.

Otha Grimes Scholarship - Available for adult students at the beginning of each semester. Students must fill out and submit the form online. Scholarship recipients will be notified within a few weeks after the application closing.

State of Oklahoma Nursing Assistance Program Physicians Manpower - Apply after acceptance into the Practical Nursing Program. The deadline is typically the first of July. For more information, call the Physician Manpower Training Commission at 405.843.5667.

The Francis Tuttle Foundation Grant - May be able to provide financial assistance to students in a career training program. Students who need help with tuition or emergency funding should visit their career advisor for more information on how to apply. Adult students must complete the FAFSA to be considered eligible.

The Martin Family Postsecondary Student of the Year Award is dedicated to recognizing and supporting students who demonstrate perseverance, determination, and effort in their academic and personal lives. This scholarship celebrates the spirit of trying, resilience, and continuous improvement. Adult students must complete the application through their Francis Tuttle career advisor and the Francis Tuttle Foundation. The deadline to apply is November 15th for students completing their program in Fall 2025, and April 3rd for students completing their program in Spring 2026.

Washington/Dubose Memorial Scholarship - Available for deserving minority students who plan to further their education through Career Tech. The scholarships is provided by the Oklahoma Association of Minorities in Career and Technology Education.

Bureau of Indian Affairs

Contact your tribal agency for additional information and benefits. The Francis Tuttle Financial Aid Office will certify the appropriate paperwork from the agency.
